Database Overview

We collect cases related to 42 instruments of hybrid influence—comprising the 40 defined by the Hybrid CoE and 2 additional instruments introduced by our Study Group—based on publicly available sources such as news articles and think‑tank reports.
As of 15 February 2026, a total of 622 cases have been compiled.

These cases are broadly divided into the following two categories:

Past Cases:
Hybrid‑threat cases that have occurred worldwide since 2000 and can be recognized as relevant to the model's instruments. These are cases in which the same instruments could plausibly be used outside the country where the event occurred.

Possible Cases:
Cases that are expected to emerge as hybrid threats in the future, based on research and analytical assessments.

Search Overview

This website offers two types of search functions.

■ Advanced Search
 You can search by combining the following criteria:
 "Main tool," "Actor," "Target Region/Country," "Year of Incident," and "Past Cases / Possible Cases."
 ● How to Use Advanced Search
   Select the desired items from each dropdown menu.

 ・Main tool:
  The instruments used by actors. In addition to the 40 instruments defined in the Hybrid Threat Analysis Model of the Hybrid CoE, our Study Group has added two original categories: "Election Interference" and "Influence Operations Using Generative AI."
  We also include "Combined Use of Tools" as a reference item.

 ・Actor:
  The state or non-state entity conducting the activity.

 ・Target Region/Country:
  The country targeted by the actor.

  Selecting a region enables you to choose a country within that region.

 ・Year of Incident:
  The year in which the activity occurred.

 ・Past Cases / Possible Cases:
  Cases that have already occurred, as well as those that may occur in the future based on research and analysis.

■ Keyword Search
  You may enter any keyword to search across the website.

 

Notes

・This site collects not only cases that have already been identified as hybrid threats, but also past incidents that have not been classified as such at the present time yet may potentially be used as hybrid threat activities in the future.

・All cases include citations to their sources, and we strive to ensure accuracy. However, please reconfirm factual details when using the information for research or analysis.

・Since the information is based on publicly available sources, the number of cases varies by instrument.
 For example, activities such as honey traps or illicit funding to politicians are covert and therefore rarely surface as identifiable cases. In contrast, activities with clear and observable impact—such as airspace incursions or cyberattacks—are more frequently reported by governments and the media.

・The "number of cases" on this site reflects the number of information sources (e.g., news articles) rather than the number of actual incidents.

・The collection of cases is based on information available in Japanese and English. However, given the committee's focus on China's hybrid warfare against Taiwan and the areas of expertise of the researchers involved, some bias in case collection may be present.
